r+ <br />t <br />i <br />Agenda Report City Council <br />•� <br />s � <br />DA'T'E: December 19, 2018 <br />FROM: Stephanie DeWolfe, City Manager <br />PREPARED BY: Craig Koehler, Finance Direct <br />SUBJECT: Approval of a Professional Services Agreement with Matrix <br />Consulting , for a ComprehensiveStudy <br />in an Amount Not to Exceed $34,500 <br />TZ -FIR M, <br />It is recommended that the City Council approve a professional services agreement with Matrix <br />Consulting Group for an amount not to exceed $34,500. <br />Commission Review and Recommendation <br />This matter was not reviewed by a Commission. <br />Discussion/Analysis <br />The City of South Pasadena is looking to conduct a Comprehensive User Fee and Charges Study. <br />The scope of work will allow the City to accurately account for the full cost of providing fee - <br />related services, as well as identify areas where services are currently being subsidized. The RFP <br />was issued on October 29, 2018, and the City received proposals from the following Firms: <br />Michael Baker International, MGT Consulting Group, and Matrix Consulting Group. Proposed <br />fees for the project by the consultants are: <br />Michael Baker International <br />$43,475 <br />Matrix Consulting Group <br />$34,500 <br />MGT Consulting Group <br />$32,480 <br />An internal review committee determined the proposal submitted by Matrix Consulting Group <br />best fits the City of South Pasadena at this time. They are one of the leading firms in California <br />and the country qualified to evaluate operations and management of government services and <br />have in-depth knowledge of costs and fees. They also have an office in Irvine for easy access to <br />the City. <br />Their qualifications and references are excellent, and they have notable fee study experience with <br />other local municipalities, which include the cities of Pasadena, Manhattan Beach, Montebello, <br />Orange, and South El Monte. Matrix Consulting Group also recently conducted an operational <br />review for the City's Planning & Building Department to evaluate current processes, <br />organizational and operational staffing, and best practices assessment. <br />
